The presentation will discuss the concepts of liquefaction susceptibility, triggering, and manifestation and describe the NGL project's efforts to define, distinguish, and predict each. Susceptibility is treated as a fundamental material characteristic independent of state/environmental characteristics such as relative density, effective stress, and saturation. Triggering of susceptible soils is treated as a fundamental layer/element behavioral characteristic associated with high pore pressures and consequent reduction of strength and stiffness that is influenced by state/environmental characteristics. Surface manifestation is treated as a profile behavior characterized by the presence or absence of surface observations, e.g., sand boils and ground cracking, that have historically been taken to indicate the occurrence or non-occurrence of liquefaction. In the NGL liquefaction hazard assessment framework, susceptible soils may or may not trigger and soils that have triggered may or may not produce surface manifestation. The presentation will describe the NGL database (https://nextgenerationliquefaction.org/), which includes greatly expanded case history and laboratory testing data, NGL’s philosophy and ongoing development of probabilistic models for susceptibility, triggering, and surface manifestation, the relationship of those models to existing legacy models, and their implementation into probabilistic performance-based frameworks for assessment of the consequences of liquefaction.

Steve Kramer is a consulting geotechnical engineer and Professor Emeritus of Civil and Environmental Engineering at the University of Washington in Seattle. His consulting and research activities have focused on geotechnical earthquake engineering problems such as site response, soil liquefaction, soil-structure interaction, and stability of earth structures. Kramer is author of the textbook, Geotechnical Earthquake Engineering (Prentice-Hall) and its recently published second edition (Taylor & Francis). He has received numerous awards from U.S. and international societies and organizations. Kramer is a Distinguished Member of ASCE, a member of the U.C. Berkeley Academy of Distinguished Alumni, a member of the National Academy of Engineering, and an Honorary Member of the International Association of Earthquake Engineering. Kramer has served as a consultant to private firms and government agencies for over 40 years on projects including high-rise structures, bridges, dams, seawalls, underground structures, and nuclear facilities in the U.S. and abroad.
